Notice about Excess Container Dwell Fees at the Port of Los Angeles and the Port of Long Beach

Under the direction of US President Biden’s Supply Chain Disruptions Task Force, Port of Los Angeles and Port of Long Beach will levy“Excess Container Dwell Fees” as from November 1st as a part of the effort to clear congestion along the port-related supply chain in Southern California.

 

As introduced by LA/LB Port Authority, the fees collected by LA/LB Port Authority will be re-invested by the two ports for programs designed to enhance efficiency, accelerate cargo velocity, and address congestion impacts throughout the San Pedro Bay.

 

Based on the notice from LA/LB Port Authority, the fees will be assessed as follows

l   In the case of loaded import containers scheduled to move by truck, every container dwelling nine days or more following vessel discharge will be charged.

l   In the case of loaded import containers scheduled to move by rail, every container dwelling six days or more following vessel discharge will be charged.

l   Cargo discharged in these two categories will be charged $100 per container, increasing in $100 increments per container per day of excess dwell time beyond the prescribed period.

 

This initiative was developed by POLA and POLB in coordination with Port Envoy Porcari and the Biden-Harris Supply Chain Disruptions Task Force, U.S. Department of Transportation. Program will start on Monday Nov 1, however, the fee collection will be no sooner than November 15. 

 

We were just informed by LA/LB Port Authority of this program last week and several details are still being worked out by the ports, but we felt it important to provide you with the information that is already available. Once we get further details from two ports authority such as collection rules, commencing date, we will immediately approach you and keep you posted in time.
